Apply the same scrutiny to recurring meetings that a budget line would get

Reinvest the recovered time deliberately, not by default

Cutting meeting load without a plan for what happens to the freed time just means it gets reabsorbed into whatever’s loudest that week, and the actual capacity gain never gets captured or measured.
